INVITATION FOR BIDS

TOWN OF WORTHINGTON – STARKWEATHER HILL ROAD OVER WATTS BROOK

BRIDGE REPLACEMENT – BRIDGE NO.  W-45-033

The Franklin Regional Council of Governments (FRCOG) will accept sealed bids on behalf of the Town of Worthington for replacement of a bridge on Starkweather Road over Watts Brook.

IMPORTANT BID DELIVERY INFORMATION / COVID-19 PRECAUTIONS

Sealed bids, plainly marked “Starkweather Hill Rd Bridge BID” in the lower left hand corner of the envelope may be submitted via US Mail to our physical address (all mail is being forwarded to a PO Box) Franklin Regional Council of Governments, 12 Olive St. Suite 2, Greenfield, MA  01301, until SEPTEMBER 3, 2020 AT 2 PM, at which time they will be publicly opened and read in the William Allen Rm., first floor.  Submit one original and one copy of the bid.

Courier service is NOT AVAILABLE (FEDEX, UPS, ETC), due to the inability for courier services to enter the building.  Bids may be brought to the bid opening by arriving at the OUTSIDE door to the William Allen Meeting Room on the 1st floor of 12 Olive St. Suite 2, Greenfield, MA 01301 within the half hour leading up to bid opening deadline. (1:30pm – 2pm).  Bids will not be read until our courier returns from the Post Office.  Bidders are highly encouraged to submit by mail and not in person.  Extra time for mail is encouraged – all bids in the PO Box up until 2pm will be considered, but we are not responsible for delays at the Post Office.

All price bid forms will be scanned and sent to bidders within 24 hours of receipt of bids.

PREQUALIFICATION BY MASSDOT IS REQUIRED FOR THIS PROJECT.  THE CATEGORY OF WORK AND PREQUALIFICATION AMOUNT WILL BE ISSUED VIA ADDENDUM

Wage rates for this bid are subject to prevailing wage rates as per MGL Chapter 149, Section 26 – 27f inclusive.   This bid is being undertaken per MGL Ch 30 §39M requiring a 5% bid bond/deposit, and 100% Performance Bond and 100% Labor and Materials Payment Bond.

Specifications and plans for the bid and bid instructions are available for download from https://frcog.org/bids.  Downloading from this site will allow for automatic notifications of any addenda or clarifications.  Potential contractors are invited to visit the project site and send written questions via email to the Assistant Procurement Officer at [email protected] no later than 08/12/2020.  There will be no pre-bid meeting.

The Town of Worthington is the awarding authority and reserves the right to accept or reject any or all bids in total or in part as they may deem in the best public interest.
